This central bank has been on a multi-year campaign to increase its reserves as the economy of the associated country has grown out of a wrecked state. The same central bank has been moving more of its foreign-exchange reserves outside of the U.S. banking system. The associated country's influence has been growing in the rest of the world, outside of close U.S. allies, as the U.S. government continues to frown on and even veiledly threaten it.
